Does anyone know why the phantom subclass is inaccessible when creating a character using the 2024 Rouge?

Because so far its unsupported in the 2024 charsheet.

You cant use non 2024 subclasses for the new 2024 core classes unless u homebrew them or wait till they come out in the future basically.
