I’m a DM with a party consisting of a college of eloquence bard, a drunken master monk, an oath of devotion paladin, and a mastermind rogue. They are all 4th level. I’m going to reward the players with magic items, and I have magic items in mind for most of the party but not the rogue. He’s a modified penguin Aarakocra (50 ft. Swimspeed, resistance to cold) and I thought it would be better just to ask then search endlessly through the sourcebooks. Any ideas?

For a 4th level Rogue? Some suggestions:
Slippers of Spider Climbing, Weapon of Warning, Bag of Holding, Bag of Tricks, Boots of Elvenkind, Deck of Illusions, Eversmoking Bottle, Goggles of Night, Rope of Climbing
If you want to be funny about him being a penguin that doesn't fly - Wingwear
if you are using 2024 rules, then you should use an enspelled weapon, with a spell such as chromatic orb.
The key on a rogue (but also on any player/character) is knowing what they want to do. What does their character want to do that they can't?
Read minds - helm of telepathy
Fly - Broom of flying
Throw more daggers - Bracer of flying daggers
