Would you allow the Soc to use carful spell on dragon breath so that be can breath from behind the fighter each round so the fighter takes no damage? I think it should and my friend (not DM) does not think it should. What do you all think about it?

The rules as written say no, it doesn't work that way. Careful Spell only applies when you cast a spell, not when you take other subsequent actions related to a spell you've already cast. The same would apply to other spells with similar later-turn mechanics like Call Lightning or Melf's Minute Meteors.
That said, if I were DMing and you really wanted to do that, I would probably allow it if you were casting the spell on yourself, though I'd make you pay the Sorcery Point cost every time you did it.
