As of now, my favorite class is Sorcerer. However, I can't use Draconic Ancestry b=because I don't know how, which I'm fine with because I like Wild Magic. However, using Element of Chaos is just boring. This video by Dingo Doodles (https://www.youtube.com/watch?v=1H-1WJtuzPg&t=529s) gave me an idea to use a percentile + curse, but she did it in 3.5 edition. Is there a way to do it in 5th edition?
1) Do you mean you don't know how to use the Draconic Ancestry in the sense that you do not see it in the character builder? Because if that's so, it most probably is because you do not have the Player's Handbook unlocked (read: you didn't buy it) from the DDB Marketplace. Just as an added piece of info, you can also just buy the Draconic Ancestry subclass, if you want.
2) I am not sure what you mean by "Element of Chaos", what is that (I cannot find anything with that name in the Wild Magic Sorcerer Origin)?
Other than that, I know the Dingo Doodle video you mention, and that is a homebrew mechanic. I believe the official Wild Magic Surge table is ok enough, and in terms of curses, I am sure a list can be found in other forums with something appropriate (as well as probably alternative lists of Wild Magic Surge effects). The bottom line is: it is something that can definitely be done, just make sure it is not something that would just slow down the game too much, Wild Magic Sorcerors can create a lot of problems already as they are if the DM calls for a Surge roll often, adding on top of that touch curses could make things boring (for the others)/unnecessarily complicated very quickly, imho.

Wild Magic is IMO the best (read: most fun) subclass in the game, but is largely DM dependent. If they don't activate the Wild Magic Surges often, the subclass doesn't work out

The first one is especially puzzling: why would they introduce a subclass that only a specific race can use, but that race is not in the book the subclass comes into?
Any race can be a Draconic Ancestry Sorcerer in 5e, I have no idea where whoever told you about the winged race got that from. Even in 3.x there was no such restriction, AFAIR.
On the Element of Chaos, it's not a bad idea per-se, but it indeed is a homebrew rule.

The way I would rule it that when rolling to see if you surge, the number you have to roll equals the level of the spell or lower. That way, you can surge way more often. And you and the DM can call when a surge is needed for that and tides of Chaos, so even if you don't want to surge when you've used one of those features, your DM can call it. And this way, if your DM forgets to call it, then your most powerful and flavorful ability doesn't get missed all the time.
I agree with LeK. Both are homebrew, and I don't really understand why draconic bloodline would be limited to race. I think what you heard meant that whatever race you were, you had a draconic ancestry because of the subclass, and later you would get wings.
