So I have a itch to create a sorcerer with the Divine Soul bloodline...and for added oomph, I wanted the bloodline to be tied to a particularly "evil" deity.
I have the basic framework for the character concept...they have the "Haunted One" background, in which they are plagued by unsettling dreams and whispers emanating from their "evil" heritage. Later on in the "levelling" process, I plan on taking the dreaded two-level dip into Warlock for invocations (because he's "evil"), and for good measure, he's going to re-flavor the Hexblade patron as tapping into his evil lineage (because taking Hexblade is EVIL...and it shores up the fragile sorcerer nicely). The character themselves will struggle with their alignment...they are not pure "evil", per say, but they are having a hard time reconciling the fact that their very soul seems to be emanating sheer EVIL despite their good intentions. Occasionally, they become overwhelmed by wicked decisions, sometimes outside their control. Let's say they're "Chaotic Neutral" at best.
What I'd like to ask all of you is...what "evil" deity should I use?
Currently, I'm leaning heavily towards using Bane...and re-flavoring the Hexblade pact weapon as Bane's symbolic black gauntlet. In addition, the "Spiritual Weapon" will assume the form of Bane's black hand...very appropriate.
However, I know Vecna is also quite a good choice...and arguably more successful at being "evil", given his accomplishments.
My other question is...would there be a particular race that favors a certain "evil" deity?
I understand D&D has a multitude of evil deities for every race, and perhaps there is one I am overlooking that could help determine an appropriate race for this character.
If you’re the chosen one of an evil deity, why not pick a traditionally good aligned race for the irony? You’re fighting to retain your humanity.
I've thought about that...halflings come to mind.
A gnome would be VERY amusing, considering they are one of the smallest races, and are generally considered "good". Having one of them being a harbinger of doom would be unexpected.
And then you have the aasimar. I could go fallen aasimar, or maybe a scourge aasimar to symbolize the light inside him just going nuts in response to corruption.
I am just building my first charcter using the character builder and for some reason I cannot find the 'divine soul' option. The only things in the drop down menu for Sorcerous Origin are 'draconic bloodline' and 'giant soul.'
Any advice would be appreciated. What am I doing wrong?

You don't know what fear is until you've witnessed a drunk bird divebombing you while carrying a screaming Kobold throwing fire anywhere and everywhere.
I haven't paid too much attention to evil D&D human deities, but you could certainly be possessed or influenced by a demon (talk about Chaos!) or a devil. Or hmmm, Tiamat? In which case, perhaps your character could be a bit like someone with multiple personalities what with Tiamat having 5 minds.
As others have said, Aasimar is the obvs choice for race if you want a self-to-self clash with evil. Gnomes are also known for being "good," or perhaps a your character could be a Dragonborn of Gold or Silver lineage.
I have a Fallen aasimar divine sould sorcerer I am itching to use in a game. Have a fun back story written up and made most of the spells ice based spells. Outside of teleportaion and a few abjuration spells

Aasimar is the obvious best choice. Works well with Divine Soul, +2 Cha, and you can choose any of the 3 subraces and play off of your own style.

Do you own Xanathar's Guide to Everything? Divine Soul is from that source book.
