If a DSS were to cast Command or Spirit Guardians would the target need to save against their Spell DC which is based on CHA? Furthermore, for a spell such as Charm Person wouldn't it make sense for the target to make a CHA save as opposed to a WIS save? Appreciate any insight into this.

Because the cleric spells the Divine Soul learns "count as sorcerer spells for you," all of those spells key off Charisma.
If you were a multiclassed Divine Soul/cleric, you'd need to keep track of the different modifiers based on the classes' spell lists.

Yes, you use Charisma, not wisdom. This makes the subclass great for multiclassing with other Charisma casters.
