I think it actually works fine without damage dealing spells- sorcerers are short on utility options, after all.
And as far as that list goes, while Dragon's Breath is perfect, if you want to stick to PHB only, Enlarge/Reduce or Alter Self would be good alternative options.

Sadly, subclasses for sorcerers don’t give us extra spells to add to our spell list. Let’s make some for the Draconic Sorcerer.

Your right, plus there would need to be a list for each Draconic ancestor.
I think you can (mostly) get by with a single list for all Draconic ancestors. Maybe something like (by spell level):
