The character starts off at level five and doesn't have any magic items (as of yet). That's about the only restriction. And yes, it has to be a sorcerer, although advice about multiclass is fine.
Level 4 feat: ASI +1 Cons/+1Cha (becasue the stats were alittle sub par with the standard array genreation but easy enough to switch it to something else).
Bio: Tropos'En is in service to a Red Shadow Dragon (name never decided) and he hopes to one day ascend to the ranks of Githyanki Knights and ride a red dragon in battle. The Shadow Dragon resides in Tu'narath amoung the loyal followers of Vlaakith the Lich Queen (defacto ruler of the Githyanki). Topos'En is currently travelling the material plane at the behest of the Red Shadow Dragon searching for a long lost Githyanki Silver Sword, to facilitate this he has joined with a Thieves Guild which they find mutually beneifical as his ability to heal and harm with magic has come in useful on several occasions when guile and stealth have failed.

1 level dip into Death Domain Cleric is the way to go. The dip gets you medium armor and martial weapons, a bunch of useful cantrips and 1st level cleric spells like Guidance and Bless so you don't have to use your sorcerer picks and you also get the Reaper feature for your Toll the Dead. Story wise you could be a Sorcerer who tried his hand at being a Cleric but was kicked out for showing a little too much interest in the necromantic arts, thus forcing him to fall back on his natural sorcerous abilities.
You get all of this without missing out on any potential ASIs and all you give up is the fairly average level 20 Sorcerer capstone.

ni! (that's a link, click it).
I like spell points.
Please ignore my old homebrew, and for the love of every god out there don't use it.
I (used to, it's kinda dead now) participate in the Level 20 Gladiator Arena with a nameless hero (actually I think I deleted him, whoops).
Here's one I've been tinkering with for ages, he started of as an idea for a Draconic Sorcerer but Divine Soul fit much better:
Name: Tropos'En
Race: Githyanki (gives you light & medium armour, sadly not shields and prof with some swords and some other useful spells x1/LR)
Alignment: Lawful Evil
Background: Criminal
Sorcerer Skills: Arcana & Persuasion
Cantrips: Chill Touch, Minor Illusion, Prestidigitation, Shocking Grasp, Toll the Dead
Spells level 1: Absorb Elements, Cure Wounds, Inflict Wounds (bonus spell from origin), Shield
Spells level 2: Silence
Spells level 3: Animate Dead, Counterspell
Meta Magic: Distant Spell, Twin Spell
Level 4 feat: ASI +1 Cons/+1Cha (becasue the stats were alittle sub par with the standard array genreation but easy enough to switch it to something else).
