However, it is a world-specific weapon, and your DM may not allow it.
(Also, not relevant to warlocks, but it currently has no weapon mastery; this will likely change when the new Eberron book comes out.)
Until there's an updated 2024-style version of it, I'd be inclined to let a character with weapon mastery use something analogous to the Nick weapon mastery that regular Scimitars have. Something like: if you select double-bladed scimitar for your weapon mastery, you can make the extra bonus action attack the weapon naturally provides as part of the Attack action instead of as a bonus action, once per turn.

I hope this will be the updated rule, but I suspect it will be graze or something like that.
I have been playing that the mastery property allows you to do the bonus attack at all. And then I made that the double weapon property.
Many viewed the DBS overly strong in 2014, but if you need a mastery to activate the bonus action attack it settles in nicely.
I don't know how 3d4 requiring two attack rolls is stronger than 1d12 or 2d6 requiring one roll. It's only strong if you have ways to capitalize on additional hits and, in those cases, there are plenty of other options, with and without feat investments.
Requiring mastery for it is like requiring mastery to throw a handaxe or trident.
After I play V Rising and like to use "Twin Blade" because of it style and skills
Now I deep dive into DnD and finding which weapon is similiar to twin blade and i found "Double Blade Schimitar"
So... Can Pact Weapon create Double Blade Scimitar in hand?
Yes, it can.
Pact of the Blade can create any simple or martial melee weapon. A double-bladed scimitar is a martial melee weapon, so it's eligible.
