Yes. Regarding Pact Weapons, from the PHB, p107:
You can choose the form that this melee weapon takes each time you create it (see chapter 5 for weapon options). You are proficient with it while you wield it.
Edited to add: If there are requirements other than proficiency, such as the weapon can only be wielded by a certain race or class, you'll still have to meet those.
Also on page 108 of the PHB it says that you can make any one magic weapon into your pact weapon by doing a ritual with it. So say you find a sweet +1 Greatsword that you wouldn't normally be proficient in (Unless you're a Hexblade who automatically gets proficiency with martial weapons) you can do a ritual with it to make it your pact weapon and then whenever you re-summon the weapon you are now proficient with it.
"You can transform one magic weapon into your pact weapon by performing a special ritual while you hold the weapon. You perform the ritual over the course of 1 hour, which can be done during a short rest. You can then dismiss the weapon, shunting it into an extradimensional space, and it appears whenever you create your pact weapon thereafter."
A greatsword with a Strength prerequisite? Is that some sort of homebrewed item? Because normal Greatswords don't have a minimum Strength score, their limitation is that Small creatures suffer Disadvantage when wielding them.
But the short answer is, granting Proficiency means just that, nothing more. And being proficient with a weapon has no bearing on your ability to wield it, or have Disadvantage imposed on your attacks(like a Gnome with a Greatsword), only on whether you add your Proficiency Bonus to attack rolls. It doesn't make your Strength score go up, and it doesn't change your size from Small to Medium. If there are restrictions on a specific weapon that your character does not meet outside of Proficiency, you'll have to meet them on your own unless your DM makes an exception :)

You're automatically proficient with the pact weapon you create, regardless of the type of weapon you choose.
That's not the case if you choose to turn a magic weapon into your pact weapon.
There's no ability score requirement for any weapon type.
