The prerequisite is your level in the Warlock class. From the feature description:
If an eldritch invocation has prerequisites, you must meet them to learn it. You can learn the invocation at the same time that you meet its prerequisites. A level prerequisite refers to your level in this class.

If there is a level prerequisite is it character level or warlock level for a multi class character?
I've always interpreted it as warlock level, not character level. But that's my opinion, I haven't tried to find it in the rules.
