Is there an official ruling for using this on a roll, which was made at either advantage or disadvantage? I've found several discussion threads online and nobody can decide. The simplest, since it seems to be a rewind of time, is to reroll both dice in this situation.
It doesn't say anything special about how you interact with having adv. or disadv. so you handle that first to see if it succeeds with adv. or disadv. and then if you want to cast Silvery Barbs go ahead. Reroll 1 die, whichever ended up being used from adv. or disadv.

If you read the feature it says to reroll the d20 and use the new roll.
It is official.
No one gets to decide unless they are inventing some homebrew rule.
The simplest is to follow the rules unless you prefer homebrew.
