For instance, if I wanted to cast Fireball (using an action) where I am standing, could I use Absorb Elements (reaction) on the same turn? Asking for a fire resistant tiefling abjurer with an arcane ward and vampiric touch for a follow up melee attack.

So I guess its ok to cast two leveled spells in the same round (as long as one is a reaction) just not two leveled spells on your turn specifically.

Yeah, there are no per-round restrictions, only a per-turn restriction. And strictly speaking it's not that it's a leveled spell, it's that you're using a spell slot to cast it (so any of the various features that let you cast a leveled spell without using a spell slot would bypass it).
The 2014 rule was that if you cast a spell as a bonus action, the only other spell you could cast that turn was a cantrip that took one action to cast. There was no restriction on reaction spells at all.

No. Both are leveled spells, and you can only cast one spell with a spell slot per turn.
Now if one came from some kind of item, for example, a necklace of fireballs, so it wasn’t using a slot, then I’d allow it.
