The spell lets you spread the fire, if a creature is in fire it might take damage. The DMG improvised damage tables suggests it would take between 1d10 (hot coals) and 2d10 (fire pit) fire damage depending on DM.
Very solid question. As DxJxC mentions above the DMG improvised damage would come into play. I now want to create a circus wizard with a homebrew attack involving spewing alcohol across a torch and then using control flames to attack things within 10 ft of the wizard lol.
