For those wondering what this might be, its part of an out of character/in character thing I'm doing to illustrate some different ways of playing/portraying Necromancers, the first few parts are linked below.
The Fear Monger exists to cause fear, they just really like to see people scared witless. They perform practical jokes, stalk people and even break into homes just to sneak around it at night and move things around, all of which the Fear Monger finds hilarious. They rarely kill directly, preferring to cause their chosen victim to die by their own hand or by some "natural" cause.
Fear Mongers tend to come from the Criminal class of society having been enforcers for gangs and indulging in various intimidating behavior or from street urchin backgrounds where their bully tactics kept them in relative safety but seemingly normal people from all walks of life can reveal themselves as twisted Fear Mongers. But they are likely to be evil but not necessarily murderous in intent as they prefer to taunt, tease and act in a more malicious way, their view is generally that fear of death is a useful motivator and they prefer to keep their targets constantly on edge and filled with a fear of an imminent demise for as long as possible.
The skills of the Fear Mongers center around use of Intimidation, Sleight of Hand and Stealth to enable to sneak up, stalk and generally intimidate people, they also use Medicine for torturing unlucky victims and many possess an almost savant level of knowledge on religions which they use to tap into more primal and faith based fears. Of all the practitioners of Necromantic magic, the Fear Mongers are among the least schooled in the basic knowledge of Arcana but the Fear Mongers possess a strangely happy demeanor and can often display uncanny levels of insight into other peoples motivations.
Spell wise, Fear Mongers utilize spells that induce fears and phobias such as Cause Fear, Eye-bite, Fear and Phantasmal Killer as preference but are also usually well versed in spells that aid in their pranks such as Invisibility, Knock (to gain access to houses), Mage Hand, Message (to mentally torment people) and Gaseous Form. They usually rely on cantrip level spells to harm opponents. They are most likely to try and summon poltergeists over other forms of undead but they are not averse to raising a chosen victims loved ones from the dead just to see the look of horror on the victims face.
Fear Mongers tend to take up some form of Rogue craft and learn from the masters how to sneak up on people. A rare few have taken up the worship of trickster gods or study with bards at the college of whispers. Most take up some minor blessing and become Magic Initiates of the trickster gods to learn Thaumaturgy and Spare the Dying.
Equipment wise, Fear mongers dress in ways that inspire dread in others and use daggers or blades that have nasty looking hooks and barbs and they seem to take some perverse pleasure in carrying around the most gruesome of material components even when they are not needed which often grants them a aura of menace and dread that few people have the stomach to enter.
