IN particular, as I have the DM subscription and have bought Waterdeep Dragon Heist, are there pre-canned encounters that can be imported? If so, how?
In terms of the encounters, no, currently the encounters in published adventures have not be pre-built for us. Part of this is because the encounter builder is in beta and the combat tracker is in alpha. I'm guessing they want to wait until those are a little more settled before creating the encounters, in case new fields/settings are created. That, and they always have more projects than people to do them.
In terms of you title question, I don't know that there is a specific how to section, but please feel free to post other questions.
