Are you in a campaign with content sharing turned on? If so, is the character in question in that campaign?
If your answer to all those questions is no (or yes to sharing, but no to the character being in the campaign), then there’s the issue. Thorn whip is not a free spell.
As for skill is your background, you should be able to choose them on the Description tab of the builder.
A subscription will not gain you any content found in books. The closest it will do to that is that buying a master tier subscription will allow you to enable content sharing, then other people in a campaign can share their purchased content with you. But if all you need is that spell and the background, those can be bought individually in the marketplace for a fraction of the cost of a subscription.
What happened to the spell thorn whip?
My background gives me two extra skills, but I can't input them.
