I wanted to make a feat that requires a level minimum (you must be at least X-level to gain that feat, X being the level prerequisite). But that option wasn't available. Could that be installed?

Although I would like the same (feat & level prerequisites), I don't see it happening any time soon given that neither of them are part of the core rules of 5e.

Feat chaining was something that featured heavily in 3rd edition and 3.5 / pathfinder. The 5th edition design team have stated that they don't want to have that in 5th edition, as feats are something that should be selected on their own strengths, rather than because they are a prerequisite to get to a feat you actually want (amongst other reasons).
As far as level restrictions go - it's possible to level restrict spells that are granted through a feat, by using the AVAILABLE AT CHARACTER LEVEL field.

I would like to see similar enhancements to the prereqs. Feats requiring other feats is another prereq that would be useful.
