You might need to clarify what you mean? If you mean a character sheet you're using as an enemy, you can do that (via adding them to the linked campaign), but it won't factor into CR calculation as an adversary. This is because there are currently no such rules for determining the impact of levelled characters as enemies on encounter balance.
Once you're running the encounter, you can just have this enemy character sheet open and manage it's abilities and hit points, which will appear in the initiative order.

When editing or creating an encounter, click on the "Manage Characters" button, just above the "Delete" and "Save" buttons in the upper right.
Use the "Select Preset" drop-down to choose the campaign that the encounter is "tied" to.
If you haven't done so already, add the NPCS (the ones built as characters) to the campaign. NOTE: you should set these characters to private. The players will still be able to see the class, race, and level of the character on the campaign screen.

Adding a character to your campaign is a different process. If you are the DM who created the campaign here, do the following:
On the campaign page, click the words "Copy link" in the upper right, just under the box with the url in it.
Paste that link into the url of a browser tab.
You get a dialog that should let you choose between three options:
-Create a Character in the campaign [the big blue button at the top of that page]
-Choose an unassigned character already in the campaign, if there are any [Under "Available Characters in the Campaign"]
-Choose a character you have built in your account [Under "My Characters] The character must not already be assigned to another campaign
In terms of not seeing campaigns in the Manage Character dialog, I'm not sure why you are not. Have you created any campaigns? Are you a subscriber? I didn't think linking campaigns was a subscriber only feature, but if you are not a subscriber that might be the issue.

yes I'm a subscriber (long time) and yes I have created Campaign, but was struggling with it, it seems useless for me, none of my players have a Dndbeyon account. we play live.
I know this was a while ago but it would be helpful to see how an enemy group you've homebrewed would be translated as Challenge rating alongside typical monsters.
Yes I agree, Although the platform of D&D Beyond has opened up a great new opportunity to play global. There is plenty of room for improvements. I was thinking just to be able to add images into the campaign text notes!?
