As someone completely new to using the homebrew subclass functionality, I've encountered a problem with publishing my subclass. I'm getting a following error message:
This subclass cannot be published:
This homebrew subclass has spells mapped to it that are licensed content or private homebrew, and cannot be requested to be published.
I've created a Warlock subclass, and linked some spell into its "expanded spell list" and since I'm not using any homebrew spells, here's my question: Which spells can I use? I own PHB and XGtE, and the only spells I've linked are from Basic Rules and also two spells from PHB, I believe (namely Wrathful Smite, and Phantasmal Force). At first I thought it might be that the only non-licensed content is the Basic Rules, but then I saw another homebrew Warlock subclasses which contain multiple spells from PHB, including the ones I'm trying to use.
Is there something I need to be aware of whilst publishing a subclass? Thank you in advance.
Only spells from the basic rules are allowed on subclasses that you wish to share with the entire DDB community. This is to ensure that any member of the DDB community would be able to use the subclass in full.
However, your private homebrew is available to you and ANY users that are in any of your campaigns, or campaigns you have a character in. You DO NOT need to share it with the entire community of you're only wanting your campaign players to have access, and you are free to have licensed spells mapped to those.
Suggested Improvement: Allow adding of spells, but filter them out based on User's licenses.
Has there been any movement on this?
Yeah, that'd be the best of both worlds. Allow us, users, to make our homebrew public, but filter it out for those who don't have the sources required - just as you do with the publicly available spell/item/monster lists. Please.
It doesnt have to do with what user have. Homebrew can only use the SRD. Thus the phb is also off limit. So some of your spells are not srd only thats why it says that.

You can filter by basic book. Which is the srd. And yes its not all spells in the phb that are srd material.

the spells are limited to avoid conflicts with users that don't have the expanded spell list, or the website throwing errors because they don't have access.
Edit: for example in the "additional spells" section allows spells from licensed materials. Where as "add Feature" "add spells" does not.

I believe that there are plans to address this eventually, as part of the “Homebrew Revamp” that is on the long-term Roadmap list
