I'm in the process of updating my support ticket. But wanted to know if anyone else notice this problem. But first some quick background:
1) I own Legendary Bundle + it's up-to-date with every purchase (including pre-order content)
2) My content is shared to others via Master Sub sharing. Someone else also has a Master Sub in a campaign I'm in and they turned on sharing as well. (I'm in 7 campaigns atm).
3) Different people I play with have bought various stuff on DnDBeyond.com (some because they want it for themselves, others before I came along and shared).
This is the problem I noticed. Although everyone can go to the sourcebook itself. Using search (and I've only tested searching for monsters), people hit the paywall. What even more odd. From the SAME source they can see some content but not other content (due to paywall) when searching monsters. For example people who are looking for content because it's shared CANNOT see from Rise of Tiamat: Diderius and Tile Chimera, but can see the rest.
So... we did the following:
1) Ran a search from an account that has not bought content (but shared to them)
2) Filtered by source.
3) Took note of every monster that caused a paywall to hit.
4) Went through every single monster available in DnDBeyond. We came up with the following list:

Envaris, while we were shopping in Monday night's game on 3-18-2019, I couldn't access any specific list of items (weapons, wondrous items). I had to sift through every item on the list in order to get to the wonderous items to look up the things everyone was thinking about picking up like the bracers of defense, and the belt of hill giant strength. If you could include that to your ticket it may be useful to the devs as well.

Yeah I believe that was a filtering issue. We'll do more robust testing on searching for items from various sources as well.

For the monsters issue. DDB is adding/editing monsters only in specific campaigns. These new monsters don't have their sharing licences yet. It is a temporary issue that will go away when it is done.
Most—maybe all—of the TOA monsters you list don’t have stat blocks in the back of the book. It is just explained in the relevant chapter what changes one makes to an existing stat block (e.g. spy). This appears to also be the case for the MM cases you mentioned: I note they are all variants. Apparently DDB staff have recently been creating stat blocks for these but don’t have the permissions/licenses set yet, as DxJxC mentioned.
Despite the frustration it is currently causing, I’m glad they are doing this. I’ve been running TOA and have home brewed several of the monsters/NPCs on your list above so I had actual stat blocks for them. I love the fact that I won’t have to do that any more.
That's good to know. I guess my players and I were confused why we saw some and not others from the same source. In one case I sent the DM I'm sharing content with a link to a potential "Find Greater Steed" mount that was non-typical and he wasn't able to review it by going to the monster link.
Being the owner of the content I have it all, so I just assumed what I see others see.
