If I want the shadar-kai as a sub race, and an assasin as a background, what source content do I have to buy on dnd beyond?
The Shadar-kai subrace is from Mordenkainen's Tome of Foes.

There's no officially published Assassin background - there is an assassin subclass, which is a subclass of the Rogue class, from the Player's Handbook.

The criminal or urban bounty hunter are probably the closest backgrounds. Or you can make one up, backgrounds be like that.
