I'm a DM for a group of 4 and I am debating whether to buy the hero tier or the master tier subscription. Here's my question:
With a hero tier subscription, since I can edit the details of characters in my campaign, if I buy some additional content which includes a background, could I give that background to one of the characters in my campaign that is 'owned' by a user without access to that additional campaign?
Yeah you don;t get any content sharing (except what you manually put into the campaign ie type out) unless you do the Master tier subscription. The Hero sub is to remove advertising, and allow you to freely add other users Homebrew content that has been approved and is publicly available, essentially giving you access to anything any other user has published.
With the Master sub, you can then allow the sharing and the players can make characters in your campaign utilizing the shared material (race, class, etc) and I believe get access to the compendium content as well.

Not 100% sure what you mean, but without a Master Tier you can't enable content sharing.
