I'm almost positive you can make a magic item that gives advantage on saves against a condition, so I think you should be able to make a feat that does that.

Likewise, Modifier Type: Bonus; Modifier Subtype: Spell Attacks and Spell Save DC will allow you to modify the attack bonus and save DC for spells. You can't adjust the spellcasting modifier independently of the related ability score but you can add misc bonuses to the attributes it affects (attack and save DC).
I don't think D&D Beyond currently has the capability to create custom proficiencies.
