That's because they're only for the Graviturgy Magic subclass list for wizards. None of the Dunamancy spells from Wildemount are on the general Wizard list.

If you look at the details for all the "gravity" spells (except Reverse Gravity which is in the Basic Rules), they are all Dunamancy, and under Classes: they only have "Graviturgy Magic" (wizard subclass), not "Wizard". So they don't actually belong to any class spell list, just the 1 Wizard subclass spell list.
"Dunamancy spells are readily available to the wizard subclasses in this chapter [ie the chronurgist and graviturgist subclasses] and should not be simply added to the full spell lists of other spellcasting classes."

So if I as a DM want to allow a Divination Wizard to have use a dunamancy spell they found in a Spell book, I have to create a homebrew spell rather than telling the player to just pick it in D&D Beyond? *sigh* Can anyone confirm if that is what I have to do?

The simplest way would be to make a homebrew subclass copy of School of Divination. In Basic Information, the Additional Specific Spells area, you can add the Dunamancy spells. Then the Wizard will have those available to select for their spellbook in Manage Spells, Add Spells.

Yes, this is correct. Make a homebrew spell with whatever spell you're wanting as the template. The only thing you will then need to do is in the Basic Information section add Wizard to the Available for Class(es) field and save it.

Sword Dancer - A Cleric subclass specifically for the Drow goddess Eilistraee.
Since this seems like this would be a pretty common issue, can admin add a wizard option to give access to these spells?

Those spells should be available to wizards though as they are their spell list, and isn't limited only to the Graviturgy subclass.

It's not available for Chronurgy subclass to add either. Feels like an oversight.
Not an oversight, the Dunamancy spells are picky like that. Only Graviturgy Wizards get Magnify Gravity, officially.
