Basically I put in the brackets [][/] and it stays like that. Is there supposed to be a space in the brackets like this [ ][/ ] or something?
For example, I'll put in [ spell] burning hands[/ spell] without the spaces and it'll remain unlinked, as opposed to burning hands (I hope that works). Any help?

You'll have to provide more information as to where you are attempting to place the tool tips, possibly a link to the homebrew.
In homebrew content, these tooltips function when viewing them in the homebrew lists (public homebrew/your collection), but do not function in the character viewer. If you create an item with a tooltip to Magic Missile, the tooltip will not be active in the character viewer.
