So I just reached level 4 for my necromancer wizard and everything seems to have appropriately adjusted except for what spells I can choose, I can only pick spells up to level 2. Not even the search brings up anything above level 2, which is a hassle being a wizard and all. I jumped up to level 5 for a moment to see if that would give me access but sadly no. Is there anything I can do to fix this?

As a 4th-level wizard, you should have at least 8 1st-level spells in your spellbook (6 from 1st level, 2 added for rising to 2nd level), and 4 more spells that can be 1st- or 2nd-level (2 each gained by rising to 3rd and then 4th level). You then prepare your wizard level + your intelligence modifier of those spells each day.
As for what level of spells you have available, it is not "spells one level lower than what you are". It's spells of a level equal to half your wizard level rounded up, so you gain a new spell level at odd levels until you've got all 9 spell levels available to you (at 17th level). Though it's really just easier to reference the wizard class features table to see if any new spell levels are accessed since you will likely have to check there for details of how many spell slots you have at your new wizard level.

Your character needs to have 5 levels in the Wizard class to have access to level 3 spells.
You can also gain access through other spellcasting classes and multiclassing.
