Tell me if I'm wrong because I am newer to D&D, but the character builder does not show me the option to add level 2 spells when creating a level 2 bard.
Spell levels are not the same as character levels. There are only 9 levels of spells, representing power (think like concentric circles, with 9th level being at the very centre, focused and hard to access). You won't get access to 9th level spells until you're a level 17 bard, so you can see how you don't gain spell levels at the same frequency that you are gaining character levels.

Is this a bug or the correct functionality?
There is a table in the class features that shows what level you gain different spell levels at.
As a Bard (and most spellcasting classes) you need to be 3rd level before you can cast 2nd level spells.
It might seem a little odd, but D&D has always been like this.
In 5th edition, characters can advance up to 20th level, whereas the maximum spell level is 9th.
