All Dragons show Lair Actions in their descriptions, even though only Legendary Dragons (Adult and Ancient, and not Young and Wyrmling) should, if I'm not mistaken.
The "L" in the monster listing indicates those creatures that have Legendary Actions in the stats block.
A Legendary creature, always according to that section of the MM, is a monster which has actions outside its turn of combat. If you apply Lair Actions to a creature, that creature becomes Legendary.
Hags are an example of creatures that do not have Legendary Actions but can have Lair and Regional Actions.

all dragons get Lair Actions if they are in their lair.
Ancient & Adult dragons get Legendary Actions as well, which is what you're thinking of.

According to the Monster Manual, Lairs and Lair Actions apply to Legendary Creatures only.
True, but the Monster Manual doesn't discriminate a creature being legendary based on the CR. Neither does the description of each type of dragons.
Whether a Gold Dragon Wyrmling is Legendary or not, it is up to the DM, which can give it Lair Actions.
