I've been looking for a bit now and can't find anything, I just have a question about a technicality
For the rule of no creating "quoted text from a Wizards of the Coast paid publication," would creating a homebrew feat that basically consisted of the following be legal with the site's rules:
Sharpshooter - See physically owned PHB, page [whatever it was, can't recall it off the top of my head at the moment]
Are you just trying to make the sharpshooter feat in the homebrew system? As long as you're making homebrew for your own personal use, and aren't trying to publish it for others to use, you can recreate as much as you want from any publication. It's only if you're trying to publish it that that rule kicks in, and I can't imagine wanting to publish and share with others a feat that consists of only the text you quote (especially as there's nothing about the sharpshooter feat that interacts with the character creator, it's all stuff you have to manually do yourself anyway).
Remember, also, that homebrew doesn't need to be published to be shared inside a campaign, it's shared automaticallly, so again for campaigns the rule doesn't kick in. You'll still see the big red warning messages, but as long as you don't try and publish it, it's good.

If you are not intending to publish the feat, you can write pretty much anything you want. You can copy the feat from the book or just put in a page reminder.
However, this would not be permissible to publish. In order to publish homebrew in line with the homebrew rules and guidelines, it must:
Mechanically work as far as the system allows (for example, an item that gives +1 to hit and damage must actually give +1 to hit and damage on the sheet)
Be the same category of homebrew as it's published under (you can't publish a temporary effect such as mage armor as a magic item for example)
Have a full description with no placeholder text or reference to other sources (ie everything you need to know about what the item does needs to be written in the item)
This is all covered in the homebrew rules and guidelines, along with other stipulations such as those pertaining to copyrighted material etc
