Nurmarytis Vyshaan is a character in one of my campaigns and is unable to add the spell silence to his spell list.
It is a spell that I can see and read about in my compendium and I have the subscription level to share to all of my players. I tried to add the spell to his list myself and could not find it as an available option either.
