I'm playing a DnD campaign with my coworkers with one of our managers as the DM, and it's many of our first times playing. We've reached the point now where we're level 3, and I was hoping to get my bard into the Bardic College of Swords, but I don't see the option to. I understand some of these things are available for purchase, but I don't want to have to purchase an entire book to access this college. Is there a way to access this information and purchase it like I purchased one of my character backgrounds, which I believe I paid just $2.00 for? Please advise, and thanks for helping this young bard along his journey.

If you go into the marketplace under Xanathar's Guide to Everything, you should be able to buy/unlock the College of Swords for $1.99

Yup,
Xanathar's Guide to Everything
Scroll down.
It's also worth noting that any money you spend to unlock specific classes or races is fully discounted off the price of the book they are from.
So, if you spend $1.99 on this subclass from XGtE, then the price of XGtE will drop by $1.99 for you.
