Hello. My Halfling is wearing Chain Mail (with low STR), so his walking speed without boots is 25-10=15 feet. After equipping and attuning the boots, his speed should be 30 feet, because his speed should not be reduced by heavy armors anymore, according to the rule. However, on D&D Beyond his speed is only 20 feet. Is it a bug? Or did I misunderstand the rule?

Quite annoying.
I just tested this and it worked fine. Are you attuning to the boots? The boots have to be attuned to first before the benefits are applied.
