Just as the title says really, I want to make a new subclass with spells from the Players handbook, but it will not allow me to publish the subclass while there are Players handbook spells in the "additional specific spells" Is the solution to just list these spells in the description as a spell list?
this is by design - if you try to circumvent the design by putting the spells in the description, your homebrew will be rejected by a moderator when it is reviewed.
As you noted, you can create homebrew using purchased content, if it's for use by you and people you share with via campaigns, but you may not publish such homebrew for public use.
Ahhh I see, is there a specific reason for this? as I thought it would be okay to do so as long as the homebrew content is marked as having purchased content for the people who view it
I see! yes that makes sense! :) I assumed because it being "DLC" in a way that it would not allow the extra spells. I am looking forward to the new developments in the future!

D&D Beyond FoundersMainly it's because that homebrew then wouldn't work for someone who added it, unless they had also purchased the spells.
There are some plans on the dev team for ways around this, but that's future development.
