I own TCoE, but College of Eloquence is not available when I try to select my bard's college at level 3.
I know that I have access to that content because I tested it a couple of weeks ago (around May 17). In planning for the upcoming level bump, I checked and verified that I I could select College of Eloquence for this character on D&D Beyond. To do that, I had to enable the toggle for Magic: The Gathering Content content in the character builder for that character as documented in the post #1 of the TASHA’S CAULDRON of EVERYTHING - Issues and Support Thread and the Enabling Content Categories for your Character Sheet article.
Today (June 1), that no longer works. I see that the Tasha's post was updated 1 day ago. It now indicates:
All of the subclasses presented in Tasha's Cauldron of Everything no longer require you to configure any source toggles in order to see them.
Unfortunately, it's not working for me. Actually, it's worse. Neither way works.
When I update the bard to level 3, the dropdown list of available bard colleges shows
- Choose an Option -
College of Creation
College of Glamour
College of Lore
College of Swords
College of Valor
College of Whispers
I get that same list no matter whether the toggle for Magic: The Gathering Content is enabled or not.
The character sheet shows Version: @dndbeyond/character-app@1.58.52.
I'm trying to make this change through the D&D Beyond website on a MacOS laptop using Chrome 125.0.6422.142 (Official Build) (arm64).
I've confirmed that all of my entitlements are synced, everything is toggled (though I shared your understanding that I shouldn't have to toggle anything now that Tasha's included these subclasses), and the problem is on both mobile and desktop.
I wouldn't have posted a new thread if I had seen yours. I actually searched the forum before I posted, but your thread didn't show up for some reason.
I also opened a D&D Beyond bug to report this problem. (I don't know whether WoTC prefers to get bug reports in this forum or via that email form.)
FYI - my current workaround is just to create a homebrew copy of the subclass.
Collections > Create Subclass
Bard subclass
Based on the College of Eloquence. (Since I own the TCoE content on DDB, that option correctly shows up in the list of options when creating a homebrew subclass.)
Change nothing.
Save your homebrew subclass.
Once you've done that, you can use the subclass by enabling homebrew content on your character sheet.
The nice thing about this workaround is that it works now, but you can easily revert back to the official TCoE subclass once WoTC fixes this bug. Just go into the character sheet and select the official subclass. That shouldn't break anything because the homebrew class is identical to the official subclass.
This fix does not work currently, can't select TCoE content on the Create Subclass option
The bug was fixed. You should no longer need to create a homebrew subclass to get access to the College of Eloquence bard.
I did see that the latest updates have moved around some of the exiting content. To see the College of Eloquence bard from the 2014 TCoE, I think that you'll need to enable the Expanded Content toggle on the Home page of the character builder for that character. At some point in the future, I expect that it'll get moved over to Legacy Content.

It's not CoE bard that was explicitly needed but related. I just hope it gets fixed, I have no access to my TCoE for any character/homebrew building purposes.

You're not alone in this, unfortunately. I posted the other day (https://www.dndbeyond.com/forums/d-d-beyond-general/bugs-support/198506-multiple-character-options-missing-from-tcoe#c4) with multiple subclass options missing from the character creator, including the Eloquence bard.
I've confirmed that all of my entitlements are synced, everything is toggled (though I shared your understanding that I shouldn't have to toggle anything now that Tasha's included these subclasses), and the problem is on both mobile and desktop.
May the dice roll ever in your favor.
Thanks for the heads up!

Do you own the Tasha's subclass? (You can't base homebrew off things that are only shared with you.)
If you do, check that your entitlements are synced.
I do own TCoE and my content is synched
I have not had the issue in the past and have multiple players who utilize my shared content from TCoE.
