are you selecting these feats through the character builder, whilst building or levelling up your character?
If you're adding them directly on the character sheet, then that is intended functionality, as adding bonus feats to characters outside of normal progression isn't part of the standard rules - it's a feature often requested by people though, so it was designed to allow all feats as there are scenarios where a DM may allow a player to gain a racial feat belonging to another race as a homebrew rule.
As it says on the tin. For some reason, my characters are able to select racial feats for races that aren't theirs. This seems like a bug.
I saw a moderator state in the Bug Megathread that this is currently intended as they work more on feat management.
