I went and bought the race for the Warforged from the Eberron for $1.99 and cannot make an automated character sheet from that option. Do I have to buy the entire rule book for it to work?
No, you don't have to.
It seems a cache problem, try to clear it. Also, make sure you are allowing Eberron content on the first page of the builder.
