MotM's Harengon's bonus to initiative doesn't stack with the bonus from the 2024 Alert origin feat. I don't see why it shouldn't. Both of them say "you add your proficiency bonus to your initiative". None of them says "your initiative is your DEX mod + your PB", or anything like that.
I also noticed an issue with the Fighter's Action surge not being given a second one at level 17 if you multiclass and your Fighter level is below that level. It says you get a second one at level 17, and that's it. Not Fighter level. It's basically worded in the same way as Eldritch Blast and other attack cantrips.

It's not a bug, it's explicitly prohibited by the rules.
And regarding Action Surge, two uses is very explicitly a 17th level fighter feature, as indicated by the fighter table
