I have a player creating a first level bard and when he goes to Features & Traits - All - Feats - Manage Feats he is able to add an unlimited number of feats at 1st level. This has to be a bug, right?
What your character is allowed to have is up to you and your DM. Again, the official progression is granted by the builder. The sheet offers a way to add bonus proficiencies and feats. If in your campaign you are not supposed to have bonus proficiencies and feats, don't add those.
Maybe I’m not wording it correctly. In my experience with Feats, you get them at different level progressions and the builder manages that. Some DMs grant a free feat to all characters at level one. Some campaigns allow downtime, during which time you may be able to work towards a bonus feat. Sometimes you may be awarded a feat as a reward outside the normal ASI progression.

It's pretty much the same as a player with a paper character sheet could write down all the feats they want, or write down that they have +10 bonus to all attack roles.
The D&D Beyond character sheet allows players to do all of these things too, as there are campaigns where that's what people are playing and there were many requests to be able to add feats outside of normal progression.
To ensure you're following the standard D&D progression rules, here's a simple guideline:
Using the character builder = standard progression.
Adding through the character sheet = customisation outside of standard progression.
