Players can move around stickers and tokens on maps when locked

Pretty much what the title says. Am I missing something? I thought the whole point of the lock feature was to prevent people from moving stuff around, but it seems everyone is able to bypass the lock as if they were DMs and/or lock and unlock whatever they like. We have a bunch of people who use touch-screen to view the maps and when zooming in they accidentally move stuff. I'm just wondering if there's a permission I've somewhere to block players from moving stuff around we don't want them to or if this is just a very bad oversight. 

If you go to the Settings menu in the top right corner, is "Players can access and interact with monster tokens" checked?
