It's probably never relevant in practice, because I can't see anyone creating a Fey Wanderer with 10 WIS, but it came up while I was playing with the character creator (and I'll fill in ability scores at a later point, either point buy or rolled - TBD). Setting all ability scores to 10 and therefore giving me a +0 in WIS shows up as (and rolls as) a +2 for CHA skills I have proficiency in. As far as I can read the "Otherwordly Glamour" feat, this should be a +3: +2 for proficiency bonus, +1 for the Otherwordly Glamour feat (add WIS bonus, minimum +1).
The calculation DOES seem to be correct as soon as WIS is > 0, so I assume this is literally just a tiny oversight and no big deal. Just stumbled across it and wanted to point it out.
