Bonesmith Fighter from Dictionary of Dinosaurs unable to takes feats with the "Spellcasting Prerequisite"

Unlike Eldritch Knight, the Bonesmith, who is also a 1/3 caster is unable to take feats like warcastr and spell sniper, or in my case, Flex Caster and Metabolistic Magic from Valda's PP2

I do not have the book - does the Bonesmith have a feature specifically named either "Spellcasting" or "Pact Magic"?

They do, but the ability to take feats like War Caster isn't based on the name of the feature; it's a hard-coded list of prerequisites that each feat has defined individually. Every time a new class or subclass that's eligible for feats like this is added, they have to manually add its version of the spellcasting feature to the prerequisites list for each feat, and they very often don't do that until a user specifically points out that it needs to be done.
