A level 2 wizard I created selected Bladesinger for their Arcane Tradition. This wizard happens to be a Drow (Elf, not half-Elf) which automatically gains the rapier proficiency. Unfortunately this weapon does not populate in the drop down menu for "Choose a One-Handed Melee Weapon" that's required by the class. I.R. Sad. This a known bug?
I just had a look and what you're seeing in the character builder is the feature "Training in War and Song" which grants you proficiency in a one-handed melee weapon.
As you stated, Dark Elf (Drow) have proficiency with Rapier, so the feature doesn't display rapier - the character can't gain proficiency in a weapon that they are already proficient with.

I just had a look and what you're seeing in the character builder is the feature "Training in War and Song" which grants you proficiency in a one-handed melee weapon.
As you stated, Dark Elf (Drow) have proficiency with Rapier, so the feature doesn't display rapier - the character can't gain proficiency in a weapon that they are already proficient with.
