It's not like only wizards can cast it. At least warlock too ... every spellcaster actually (that can learn cantrips and of the Dimir guild)

DIMIR GUILD SPELLS Prerequisite: Spellcasting or Pact Magic class feature
It is on the the wizard spell list. Any class with canteips can learn it from guild spells, but wizards can learn it without being dimir.
and where does this bit of information come from? D&D Beyond came up with it since nowhere in the book is said it's a wizard cantrip, not even in its description . . .

Hmm... You may be onto something here. There is a good chance they asked WotC about it, but I have no way of knowing that.

You are correct DxJxC. The wizard's Spellcasting feature says:
At 1st level, you have a spellbook containing six 1st-level wizard spells of your choice. Your spellbook is the repository of the wizard spells you know, except your cantrips, which are fixed in your mind.
[...]
Each time you gain a wizard level, you can add two wizard spells of your choice to your spellbook for free. Each of these spells must be of a level for which you have spell slots, as shown on the Wizard table.
And the "Your Spellbook" sidebar below it also mentions:
When you find a wizard spell of 1st level or higher, you can add it to your spellbook if it is of a spell level you can prepare and if you can spare the time to decipher and copy it.
There is no official way to learn the spell or have it on your spell list aside from the Dimir Operative background, as far as I know. Wizards can only copy/learn wizard spells of 1st level or higher - and if you're a wizard and you're not a Dimir Operative, encode thoughts isn't a wizard spell for you anyway.
There are no spells that a wizard could find or copy into their spellbook that they couldn't just pick themselves upon leveling up. I'd understand if technical limitations required it to be on at least one spell list, but it definitely is not a spell wizards can learn without the background.
The Azorius Functionary background has the odd behavior of unselecting race/class proficiencies rather than presenting the option for a choice of any replacement proficiency. For example, if I select Intimidation as my racial skill proficiency and Insight as one of my class skill proficiencies, both will be unselected, allowing me to choose only from the racial and class skills, rather than allowing me to choose any skill. Other backgrounds seem to follow the usual behavior of allowing you to select any proficiency to replace an overlap.

Yeah, why is this still a problem? Azorious functionary has been reported several times since the book came out.
I've investigated and there was an issue with the configuration of the skills selection for the Azorius Functionary background, which is now resolved. 🙂
