It appears that feats are currently adding to ability scores even if they are already at 20. Adding the 'Resilient (Dexterity)' feat for example puts my 20 Dexterity character to 21, when it should have no change to the ability score based on the wording of the feat.
So this is actually working as intended. Your character has a "Other Modifier" customization of 3 which is actually allowing this to happen. The way it works under the hood is that I add up all of the (base score + racial bonus + class bonuses + feat bonuses + misc bonuses) and then make sure that doesn't exceed the current max score which is most likely 20 (24 in high level barb, etc..). After I figure that out I am then adding the "Other Modifier" on top of that. So in your case, you technically could get up to 23, because of the fact you are really at 17 right now in your non customized state.
If you made an item that gave you +3 dex, it would work as you are expecting it. That customization field is there for you to adjust your score to whatever you need without being held back by the normal rules.
