The subrace you are referring to is not part of the D&D 5th edition SRD and will need to be unlocked from the marketplace before you can use it on D&D Beyond.
You may also purchase individual races, subclasses, feats & magic items from the marketplace - should you later wish to purchase the sourcebook that they came from, any such individual purchases are fully discounted from the price of the sourcebook.
You are also welcome to create your own content using the D&D Beyond homebrew tools.
Genasi and Svirfneblin gnomes were both made available as part of the free Elemental Evil Player's Companion. As such, they are free on D&D Beyond as well. Forest gnomes have not been made available for free, and as such that's why you need to purchase them
Go to the campaign (your DM should have sent you a link) and make the character there.
If content sharing is turned on, that should enable you to have forest gnome available.
If not, ask your DM to turn Content Sharing off and back on, and try again. And does the DM or someone in the Campaign have a Master Tier subscription?
No. Subscriptions do not provide access to any content published in a book. You can, however, purchase the forest gnome subrace out of the PHB and have it forever for less than the cost of one month's subscription.
I know this is years later but I couldn't find the forest gnome as a race for a character that I started to create outside of the campaign that content sharing was enabled but as soon as I did the character creation in the campaign, the forest gnome showed up. Hopefully this helps and hopefully I explained it properly lol
Given that I have had a physical copy of the PH for years, more than a little reluctant to have to pay for it again. As far as I can see I am entitled to access the IP rights any way I want. having bought it in its most expensive form/
Why are forest gnomes no longer listed? I have all the requirements, but cannot select it in character builder.
They are still listed. Do you own the forest gnome is not a free option, so to access it you must either own the option or have it shared with you. Do either of those apply to you?
Character creation the forest gnome isn't listed but the other phb are? Am I doing something wrong? Didn't see anything about this.

D&D Beyond can be used for free and contains information from the following "free to use" sources published by Wizards of the Coast: D&D 5th edition SRD, D&D 5th edition Basic Rules, and Elemental Evil Companion.
Content from other sources, such as the Player's Handbook, Dungeon Master's Guide, or Monster Manual, will need to be purchased from the Marketplace or accessed via another user sharing content with you via their Master Tier Subscription.

Players handbook shows as available option. I have a dm whom has enabled content sharing
Is the character your making in the campaign where content sharing is enabled?

I think it is, because I haven't purchased the players handbook and it shows as a source in the dropdown, yes the link takes me to the forest gnome.
