One of my players decided to make a forge domain cleric recently, but in taking a closer look at his spells I noticed searing smite is not included in his character's list of learnable or auto-prepared spells. Then, as a follow up experiment, I decided to try leveling the character to 20 to confirm it gets all other spells. At level 5, he should've gotten access to "elemental weapon", but that was also missing. All other domain spells are added correctly.
TLDR: Forge domain is missing "searing smite" and "elemental weapon".
Both of the spells you mention are from The Player's Handbook. The player will need to either purchase those spells individually (or The Player's Handbook) from the Marketplace to utilize those spells; or gain access to those spells/The Player's Handbook through content sharing in a campaign where someone else owns the content.
You are also welcome to create your own content using the D&D Beyond homebrew tools. If you have any troubles with the system, the community can be of great help in learning the ropes. :)
Ah! I tried remaking the character on my account (which does have everything unlocked) and the missing spells do show up. My apologies for the false bug report, then, and thanks for the quick replies!

Those are the only forge domain spells that require the PHB. Buy it, share it, profit.
