I've just created my first character, a half-elf drow. I've been playing this character in a campaign, and my DM offered me the feat of Drow High Magic at 4th level. I cannot find that in the options under the Ability Score Improvement / Feat dropdown menu. Maybe I should have just had the Drow Magic, as a half-drow, but even that is not available. Can anyone advise? Thank you!
A half-elf of drow descent can forgo Skill Versatility and instead choose the drow’s Drow Magic:
You know the dancing lights cantrip. When you reach 3rd level, you can cast the faerie fire spell once with this trait and regain the ability to do so when you finish a long rest. When you reach 5th level, you can cast the darkness spell once with this trait and regain the ability to do so when you finish a long rest. Charisma is your spellcasting ability for these spells.
The Drow Magic you're quoting there is not a feat, but is a racial feature from the Sword Coast Adventurer's Guide, if you have access to it you should be able to select the Drow Half-Elf from the list of race options.
Drow High Magic is a feat from Xanathar's Guide to Everything. If you have access to the book already you are likely being stopped as it requires you to be a Drow as the prerequisite. Since your DM has allowed it though, you can remove feat prerequisites on the first page of the character builder, which should let you add it normally afterwards. :)
If you do not have access to Xanathar's Guide to Everything by owning it, or having it shared to you in the campaign in question, you will need to either purchase the feat in question, or the book in the marketplace. Alternatively, you can use the built-in homebrew system to create it yourself using a physical book you already own as your guide.

Hope that helps!
Success!! Disabling the feat prerequisites did it. Thank you!!
