When creating a ranger if you select humanoids as your favored enemy, the list of humanoids to select two from does not feature tieflings.
Yeah the list of options is taken from the monster compendium and there are no teifling NPCs. A few others are missing too.
Just leave it unselected or pick something else until it gets fixed.
