Only certain races, sub races, sub classes, etc are open domain and free, if you want to use anything else you need to pay for it. In fact if I remember correctly only one feat is free.
D&D beyond is very user friendly because if you want you only need to buy what you want to use, but you do not over pay by doing this.
Getting everything in the PHB costs $29.99 but if you want you can but just the Forest Gnome sub race for $1.99 or both the PHB sub races (Forest Gnome and Drow) for $2.99.
If you buy just the Forest gnome and you later want to play a drow it will only cost you the $1 to cover the difference between the $2.99 cost of both sub races and the $1.99 you have already paid. If after than you decide to get the rest of the book it will only cost $27.00 as you have already paid $2.99.
Go tot he marketplace and select Player's Handbook and the then view purchase options.
Funny. I know. I do own the PHB. It wasn't showing up as I tried to create a character, but I think it was because I was doing it through someone's account who I'd had created so she could join a game. All solved now and thanks.

Just as a heads up in case you weren't aware, if you get the Master subscription (It's only $6, getting your group to pool for a subscription shouldn't be too difficult) you can actually share all resources your account owns with everyone in the campaign.
Super helpful if you plan on running multiple games using the character sheets here, because it means you only have to buy the individual resources on one account.
